U.S. Green Card Lottery Program
In 1995, U.S. Congress decided on a Green Card Lottery program to cover the whole world except countries thought to be overrepresented in the immigrant pool. Winners of the lottery also qualify for citizenship. The official name of the green card lottery program is the Diversity Visa Program (DV). The Green Card Lottery program is an official U.S. Government Program established under the Immigration and Nationality Act and was approved by the U.S. Congress.
Each year, the DV Program makes 50,000 immigrant visas available through a lottery. Persons receiving a visa through the Diversity Visa Lottery Program will be authorized to live and work permanently in the United States with their family members.

DV program is the most unique visa program among the over two hundred different types of visas issued by U.S. State Department. Almost all visas issued by U.S Department State Department contain strict set of qualifications. DV program simply requires one to possess basic education requirements and a bit of good luck. Since its introduction, millions of people applied for the DV program every year and only 50,000 received the opportunity to work and live in America.
Japanese who are keen may submit their green card lottery application online to join the Diversity Green Card Lottery program. Green Card USA Lottery is available to native of a country that appears on the list of qualifying countries and must meet the minimum requirements concerning education/ occupational training or employment status. Japan is one of the qualifying countries.
Non-eligible countries are defined as those from which the United States has received more than 50,000 immigrants during the past five years. The list changes every year and the Japanese can check their eligibility online.
Husband and wife are allowed to submit two separate applications. If one of the two is drawn in the lottery, the other spouse will be eligible for green card USA. There is no minimum age, but there is the requirement to complete high school or to have work experience. Thus, the program is designated for 18 year olds and up.
